16 consumption facilities relinquish their access and connection permits, releasing more than 1 GW of granted capacity on the transmission grid

Under Royal Decree-Law 7/2026, 16 facilities have relinquished their granted access permits, resulting in the release of a total of 1,040 MW of capacity on the transmission grid, either through the complete or partial relinquishment of their permits. Consumers holding access and connection permits had until 22 June 2026 to relinquish their permits in order to avoid paying the access capacity reservation charge, as established by the regulation.

Royal Decree-Law 7/2026 also establishes that the access capacity released through relinquishments exceeding 5 MW will be reserved for the submission and assessment of new demand applications. In this regard, following the application of the capacity calculation criteria, capacity has been reserved at three nodes of the transmission grid: Balsicas 220 kV, Tabernas 220 kV and Totana 400 kV. Red Eléctrica has submitted this information to the Directorate General for Energy Policy and Mines. Once it has been received, the State Secretariat for Energy has one month to publish the list of nodes and available capacities. After this publication, a four-month period will be opened for Red Eléctrica to receive and assess new demand applications for the transmission grid at the relevant nodes. Once this period has ended, Red Eléctrica must prioritise applications involving consumption facilities classified as high priority, in accordance with Article 13 of the aforementioned Royal Decree-Law. 

As for the access capacity reservation charge established under Article 11 of Royal Decree-Law 7/2026, in the case of the transmission grid, Red Eléctrica will transfer the corresponding payments to the body responsible for electricity sector settlements (the Spanish National Markets and Competition Commission or CNMC), incorporating them into the electricity sector settlement system.
