For 40 years, we've been driving our country's economic and social progress. Four decades shaping Spain.
Red Eléctrica's response to the incident of 28 April
Immediately after the incident occurred on 28 April, Red Eléctrica activated its response protocol and maintained constant contact with the Government and relevant agencies. It also informed and coordinated with its European counterparts. In this way, Red Eléctrica and the system agents worked to restore the electricity supply across the peninsula as quickly as possible.
➡️ At approximately 5:00 PM, Red Eléctrica announced via social media that the electricity supply had already been restored to areas of Catalonia, Aragon, the Basque Country, Galicia, La Rioja, Asturias, Navarre, Castile and Leon, Extremadura, and Andalusia. Barely an hour later, it also reported that other areas in Madrid, the Valencian Community, Murcia, and Castile-La Mancha had been added to this list.
➡️The restoration continued, and by 4:00 AM, 100% of the transmission grid's substations were energised..
➡️Thus, by 7:00 AM on 29 April, 99.95% of the demand had been restored.
Information issued on 1 May 2025
As agreed, Red Eléctrica has completed the delivery of all previously requested data to the Commission for the analysis of the electricity crisis. In doing so, the company is complying with the requirements of the competent authorities with whom it has been collaborating since the beginning of the incident.
This 'black box' (where all information concerning the operation of the system is recorded and stored, guaranteeing its traceability) contains a dataset comprising millions of data points originating from both the system's operational activity on that day and the company's other IT systems.

About system inertia
What was the inertia level of the Spanish peninsular system on 28 April?
🔵In the moments leading up to the incident, it had an adequate level, higher than the 2 s recommended by ENTSO-E.
🔵Therefore, the Spanish system was contributing to the inertia of the European system with values higher than those recommended.
We explain what this magnitude contributes, how it is measured, and much more in this video.
How the generation mix is determined
What scope of intervention does Red Eléctrica have as the system operator in that mix?
- It does not determine the electricity generation mix.
- Generation plants freely submit their offers to the market.
- The system operator ensures the market outcome is compatible with the security of supply.
- It applies the current regulations under the principles of transparency, objectivity, independence, and economic efficiency.
We explain it in this video.

The importance of interconnections
During the restoration process, the 400kV Hernani substation, which is part of the transmission grid, was the first on the peninsula to be energised. This occurred at 12:43 PM, thanks to the interconnection with France.
This event reinforces the importance of electrical interconnections.
