Corredor and Chivite review transmission grid investments in Navarra

The meeting reinforces the collaboration between Redeia and the Government of Navarra to continue developing the electricity transmission grid and supporting the economic and industrial development of the Chartered Community.

Redeia's Chairwoman, Beatriz Corredor, and the President of the Government of Navarra, María Chivite, held a meeting today in which they reviewed the various investments in the transmission grid in the Chartered Community, as well as their stage of development.

In this regard, Beatriz Corredor highlighted “Red Eléctrica's investment effort in Navarra's transmission grid under the current planning framework, which has enabled the development of new projects, boosted industrial competitiveness, and facilitated its decarbonisation, thereby supporting the economic and social development of the region”. 

President Chivite emphasised to Redeia's Chairwoman “the need to continue modernising and expanding the electricity grid to adapt it to the current and future needs of Navarra. Especially,” added President Chivite, “in a region whose society and industry are making a particular effort to advance towards the decarbonisation of the economy, which requires an extra effort in new investments in electricity transmission infrastructure, as requested by the Gobierno Foral”. The meeting is part of the ongoing collaboration between Red Eléctrica and the Government of Navarra to further strengthen the electricity system and support the economic and industrial development of the Chartered Community.

Among the most notable projects, Red Eléctrica plans to invest €25.6 million in a new double-circuit 400 kV electrical axis, which will connect the La Serna (Tudela) and Magallón (Zaragoza) electrical substations. This is essential infrastructure for supplying the Ebro Valley and consolidating Navarra as a benchmark in the energy transition and the integration of renewables. The project, which also includes the expansion of both substations with two new bays each, has already received a favourable environmental impact statement. Construction work will begin once the administrative procedures are complete and all authorisations have been obtained.

Additionally, Red Eléctrica is currently building the new 220 kV Tierra Estella–Muruarte transmission line. It should be recalled that this new axis has been declared of regional interest by the Government of Navarra due to its strategic importance for the development of industrial activity and economic growth in the area. The investment amounts to €25 million and includes, in addition to the line, a new substation located in Oteiza, as well as the expansion of the Muruarte substation. 

This new axis will help strengthen the electricity grid and will be linked to the future 400 kV Navarra–País Vasco connection, with works expected to begin at the end of this year. Furthermore, this project will allow for the dismantling of 120 kilometres of the Itsaso–Orkoien 1 and 2 overhead lines, which currently cross the Aralar Natural Park. 

These are joined by other strategic actions, such as the new interconnection with the European electricity system, Navarra–Landes, which Red Eléctrica and its French counterpart, RTE, are already designing. Aligned with European interconnection goals and included as a Project of Common Interest (PCI) by the Commission, it receives financial backing from the European Climate, Infrastructure and Environment Executive Agency (CINEA). The objective of this new interconnection, alongside the one currently under construction through the Bay of Biscay, is to increase electricity exchange capacity between Spain and France to 8,000 MW.

All these actions are included in the current Electricity Transmission Grid Development Plan, approved by the central Government following a process involving the autonomous communities and sector agents. 

Furthermore, the meeting also reviewed actions included in the draft 2025–2030 Electricity Transmission Grid Development Plan – currently under review – to meet new industrial consumption needs and strengthen the security of supply in Navarra, such as the expansion of the Sangüesa substation or the works at the Tafalla substation. The draft plan also includes a circuit between the Tierra Estella (Oteiza) and Laguardia (Álava) substations, which will improve the meshing of the grid, among other actions.
