Red Eléctrica and EnerAgen develop a DataHub to facilitate the implementation of energy-saving and efficiency measures in public administrations

The result of this initiative is HubApp, a neutral platform that will allow public administrations -regional, provincial and municipal- that are members of the Association of Spanish Agencies for Energy Management, EnerAgen, to access their structural and hourly consumption data to facilitate their decision-making processes and to help with the implementation of efficiency measures

Red Eléctrica and EnerAgen, an association that encompasses 27 Energy Agencies and public bodies nationwide (regional, provincial and municipal) with competencies in the field of energy, have jointly developed a DataHub for the different public administrations. This pilot project, the result of a collaboration agreement between Red Eléctrica and EnerAgen, aims to provide transparency to the members of EnerAgen to facilitate their decision-making processes and to help with the implementation of energy saving and efficiency measures.

The result of this initiative is HubApp, a neutral IT platform that currently allows public administrations which are members of EnerAgen to access information regarding the hourly consumption at the supply points that fall within the scope of their management -such as schools, health centres, hospitals, public lighting, city halls, etc.- enabling both the analysis of such consumption and its large-scale export for its integration into other IT applications they may have.

The platform is fed by structural data provided by the various public administrations from different sources (around 30,000 supply points) as well as information, both structural and regarding hourly consumption, available in SIMEL, an information system that stores data on hourly energy consumption, generation and self-consumption regarding the entire Spanish electricity system.

In addition, this new tool allows access to aggregate consumption data at a territorial management level for each of the public administrations (regional, provincial and municipal), facilitating the analysis of the evolution of such aggregate consumption over time.

According to Ricardo Bajo, Manager of Power Measurements and Settlements Area at Red Eléctrica, "having this information available in a centralised, homogeneous, easy and secure manner, as well as in a way that is neutral and independent of the energy supplier or the owner of the networks to which their supply points are connected, is an important facilitating element for public administrations to develop their competencies in the field of energy, contain public spending and contribute to achieving the objectives in the fight against climate change. For Red Eléctrica, this is just another of the essential services, within the scope of the system operator's functions, which could be provided from SIMEL".
For her part, Marga Rodríguez Prada, Manager of EnerAgen, highlights "the enormous potential for use and development of this tool showcases the firm commitment of energy agencies towards an exemplary and energy-efficient public administration that contributes to meeting the challenges of the energy transition. For EnerAgen, ensuring agile, effective and efficient access to consumption and generation information from smart meters is a key element in the planning, management and implementation of energy policies at different territorial and jurisdictional levels and, therefore, a priority for the Association".

Work is currently underway on future developments of the platform to expand it to include data from self-consumption facilities and power generation facilities, and to provide additional information regarding consumption.
