The procedures for access and connection to the transmission grid of generation facilities - ordinary regime (hereinafter, ORG) or special regime (hereinafter, SRG) - and consumption or distribution facilities are established across-the-board in Royal Decree 1955/2000
and in a specific manner for SRG in Royal Decree 661/2007
. The technical and detailed aspects, including the commissioning of service stage, are set out in the operation procedures P.O. 12.1 y P.O. 12.2.
Red Eléctrica, as system operator, transmission grid manager and sole transmission agent is responsible for the management of the access and connection procedures for agents that seek to establish a connection of a new facility to the transmission grid (or to the distribution grid with impact on the transmission grid or the security or quality of supply), or that may be looking to modify the contract conditions of an existing facility. As system operator, Red Eléctrica assesses the acceptability of the current and planned system operation and performance, based on the observance of the security and quality requirements in accordance with the system development criteria and plans.
In order to process the procedures for access and connection to the distribution network, the requestor's interlocutor shall be the manager of the distribution network, who shall obtain from Red Eléctrica the necessary acceptability assessment for those facilities which have a significant impact on the transmission grid.

Forms for the Access Procedure:

. For solar and wind technologies under ordinary regime it is necessary to use the Special Regime form.
.Forms for the Connection Procedure:
, only in the case where Red Eléctrica is the owner of the connection point to the transmission grid. .Once the access and connection procedures have been completed and having obtained the corresponding authorizations, in a maximum period of one month after issuing the IVCTC (Verification Report of the Technical Conditions of the Connection), a Technical Contract for Access (CTA) to the grid shall be signed, between the agent and the transporter, which shall be notified to Red Eléctrica as system operator and transmission grid manager.
Regarding special regime generation facilities, the CTA shall be signed between the agent, the IUN (Sole Interlocutor of the Node) and the owner of the connection point to the transmission grid, with the possibility of grouping in only one contract different production facilities with connection to a given node and belonging to same generator. Likewise, pursuant to that set out in RD661/2007 regarding the signing of said CTA, the generator must provide proof of having obtained the Administrative Authorizations (AA) of the generation facilities and of the connection from these to the transmission entry point.

Form for the Commissioning of Service:
Regarding special regime generation facilities, in order to be considered for definite commissioning of service or commercial operation stage it is mandatory to have received the System Operator Report or IVCTC Final (Art. 12 RD661/2007) - which in turn is also a requirement for registration at the RAIPEE. To obtain it, you must follow the indications set out in the following documentation and present the above request form:
