The system of regulatory management applied at Red Eléctrica possesses a series of characteristics which are collated under the "The Ten Key Principles regarding regulatory management Excellence"
The internal regulation of Red Eléctrica is associated with the processes and activities of the organisation with the aim of facilitating that they are carried out with the forecasted quality and in the established stages.
The regulatory documents establish what needs to be done, when, how, where and by what means. They also define the parties responsible for their drawing up, execution and improvement, in order to ensure that the process is adjusted to customer requirements with the necessary level of effectiveness.
Regulatory development is structured conceptually, based on a pyramid, which is composed of four levels:
The first level consists of the "Policies".
Next, in the second level are the "Basic manuals", the "Specific manuals" and the "Action guides".
In the next level are the "General procedures" and "Technical procedures" and the final level contains the "Technical instructions" and "Technical specifications".

Policies:
These contain the general guidelines, either at corporate level or related to a technical area. They are drawn up with the goal of fulfilling the vision and corporate strategy in that particular area. The procedures and other parts of the standards depend on the policies.
Basic Manual:
These are documents which regulate areas of action related to corporate aspects. They must be respected and applied in the development of any standard which affects the organisation.
Specific Manuals:
These are used to establish the systems or methods in a specific area of action.
General procedures:
These are standards which regulate generic or corporate processes. They describe the goals, the scope, the responsibilities and the activities in question.
Technical Procedures:
These regulate processes involving a limited number of company units and therefore their scope is more restricted.
Technical Instructions:
These provide a detailed description of some or all the activities in a particular process. Their purpose is to explain the methods and systems for executing the tasks and functions of the technical staff or of other company employees.
Technical Specifications:
These provide a detailed description of the technical conditions and requirements for repetitive orders of goods and services from outside suppliers.
Action Guides:
These documents define or provide criteria, guidelines or information related to activities, the preparation of reports or documents or the design and definition of processes which, due to their nature, can be carried out in a number of different ways.
