A system of coordinated explicit auctions was launched on the Spanish-French interconnection on 1st June 2006. This system, jointly managed by RTE and REE, consists of the allocation of Physical Transmission Rights (PTRs) in annual, monthly, day-ahead and intraday time frames.
On 1 June 2009, version 3.0 of the capacity allocation rules for the France-Spain interconnection (the "IFE Rules") replaced version 2.0 (dated 26 June 2007). In addition, 1 June 2009 was the effective date of operating procedure PO 4.1 Resolving congestion on the France-Spain interconnection. Both sets of rules were enacted by a government decision on 28 May 2009.
