Formerly: Secretary General for Energy and Mineral Resources, Ministry of Industry and Energy. Chairman, Institute for Energy Saving and Diversification (IDAE). Chairman, Geomining Technological Institute of Spain. Chairman, Centre for Energy, Environmental and Technological Research (CIEMAT). Secretary General, Agrarian Structures, Ministry of Agriculture, Fisheries and Food. Economy Minister, Basque Autonomous Community Government. Member of the Basque Parliament. Lecturer, School of Economics and Business Studies, International Business Administration Institute and Institute for European Studies, Universidad de Deusto. Member of the Boards of Directors of Instituto Nacional de Hidrocarburos (INH), Corporación Logística de Hidrocarburos (CLH) and Ente Vasco de la Energía (EVE). He has given many courses, seminars and lectures, and has published articles on economic, energy and agrarian policy and European research in the economic and general press, including working documents for university institutes and research centers.
Currently: Member of the Board of the European Network of Transmission System Operators for Electricity (ENTSO-e) and 2011 President of Very Large Power Grid Operators (VLPGO-GO13).
